Wealthy City, Young and Employed Citizens
7:30AM – The Citizen Budget Advisory Committee meets this morning in City Council Chambers. They will review the May sales and use tax results (we’re in good shape). The Finance Director will walk them through a detailed analysis of the financial health of the City. I found the section on community demographics particularly interesting. Our population is younger than I expected. For the County as a whole, the median age is 32, and our planning department estimates that Golden’s population is 2-3 years younger than that. This is good for the local economy, as people aged 25-40 spend more of their income than other age groups. Surprisingly, our property values dropped slightly (-1.9%) in 2018. Our unemployment rate is only 2.7%, which explains the Help Wanted signs all over town. The agenda also calls for an update on the planned City Civic Center purchase. More People in the Houses, More Cars on the Street
6:30PM – The Planning Commission will have a study session tonight in City Council Chambers. They are changing the definition of a “household” in response to societal changes. The old definition leaned heavily on relation by blood or marriage. The new definition includes unrelated individuals sharing homes. If the Commission approves the wording provided by staff, they will forward it to City Council for approval.
The Planning Commission is looking for ways to reduce the cost of housing in Golden. One way they promote that objective is by facilitating ADUs (Accessory Dwelling Units). ADUs allow homeowners to subdivide their houses or build a stand-alone structure on their property to accommodate renters. ADUs are permitted in all zones, so single family home neighborhoods can actually include double the number of households (as can all other zones). The Commission now proposes to allow ADUs within duplexes, so duplexes would effectively become fourplexes. They also propose removing the off-street parking requirement, which they consider “excessive.” This change may be of special interest to neighborhoods that are already short of parking.
