CITY MEETING
5PM City Council Study Session @ City Hall
Council will begin early, with a study session in which City Staff will report on their plans to make downtown more pedestrian and bike friendly. They plan to widen the sidewalks, which, they say, “could necessitate some difficult choices, such as exchanging angled parking for parallel parking, or removing street parking altogether in some cases, if streetscape amenities are considered higher priority in specific locations.”
They plan to continue operating the Ore Cart free shuttles, “connecting the Clear Creek and downtown parking garages, Washington Avenue and the CSM campus.”
They are considering closing Jackson Street to cars from 11th to 14th, making it available only to pedestrians. This would include building a plaza at 13th and Jackson, which “could be used for small downtown events, and new development along the corridor should be highly focused on pedestrian amenities and use.”
They want to build more traffic calming infrastructure.
Council discussed some of the downtown mobility ideas at their May 9th study session. At that time they considered making Washington Avenue pedestrian and bike-only; widening the Washington Avenue sidewalks to encompass the outdoor seating areas (eliminating the parking lanes); using half of the parking lot by the Astor house for outdoor dining; simplifying downtown parking,and making several changes to Washington Avenue.

The business meeting will begin at 6:30. The pledge and roll call will be followed by public comment.
Consent Agenda
These topics will be voted on all at once, without discussion, unless a councilor requests that a topic by separated out for discussion.
An intergovernmental agreement (IGA) with the Colorado Department of Transportation to seek federal funds to plan a bike trail alternative that would route some of the Peaks to Plains trail bike traffic away from the creek through downtown.
An IGA with Jefferson County, so we can coordinate our fall elections.
Applying for a grant from the State’s gaming (gambling) fund.
The following four items will be approved on first reading, with a second reading and public hearing scheduled for August 22nd.
Designating the American Legion building at 500 9th Street, the house at 506 9th Street and the smaller structure behind the house at 506-1/29th Street as Historic Sites.
Approving a ballot measure to update some of the terms used in the City’s Home Rule Charter.
Augmenting the compensation for City Council members by offering health insurance (medical, dental, vision) for Councilors and their families, an annual pass to the Community Center, and a Dependent Care Spending account. In addition, their salaries would be adjusted every year to accommodate increased cost of living.
Regular Agenda
The Finance Director will provide the 2nd quarter financial report.
There is a public hearing scheduled for the proposed annexation of 52.42 acres of land north of town. The applicant plans to request that the hearing be delayed until September 26th.
Executive Session
They will adjourn to Executive Session (no cameras, not public) to discuss HB23-1255, which was recently passed by the state legislature and signed into law by the governor. This new law strikes down the 1% Growth Limit that Golden citizens passed in 1995.
Only two other cities in the state have/had growth limits: Lakewood and Boulder. Lakewood’s City Council met last night to discuss their options. They had planned to do it in Executive Session, but decided to have the discussion in public. After “an intense public debate,” their City Council voted to sunset their growth limit in two years. GOLDEN HISTORY MOMENT
60 Years Ago
The August 8, 1963 Colorado Transcript covered the 100th Anniversary of 1st Baptist Church. The congregation had recently built a new church, and they used the opportunity of the anniversary to dedicate the new building. The ceremony was attended by about 140 people, including two former pastors–one from the 1920s and one from the ’30s.
The congregation’s previous church building–built in 1863 at 12th and Jackson–had been sold to the City and razed to build a parking lot. This year, they can celebrate 60 years in the “new” building and 160 years as a congregation.
