6:30PM City Council Regular Business Meeting @ City Hall
Tonight’s consent agenda (items that won’t be discussed unless a Councilor request discussion) includes short-time agreements with the City of Black Hawk and Clear Creek County for short term water storage in Guanella reservoir; an agreement to vacating a drainage easement in the Gateway Village development; accepting a drainage and emergency vehicle easement from Gateway Storage, LLC; a $1,019,000 change order to the agreement with Diamond Contracting to replace water and sewer mains, and a $17,651 change order with Skyline Lighting and Electric to install a harmonic filter (?) at the 6200 Pump Station.
Council will read two Proclamations: Tom Young–40 Years of Service, and Parks and Recreation Month.
Colorado School of Mines will provide Council with an update on Operations and On-Campus Developments.
The Finance Director will present the 2021 comprehensive financial report.
There will be three public hearings tonight. The first will be an update to the traffic code. The second will be creation of a 6% excise tax to be paid on retail marijuana products and accessories. The third will be a change to water and sewer development fees. The city expects that “virtually all new growth” will be high density structures replacing single family homes. The proposed new tap fees will incentivize smaller lots by basing the tap fee on the lot size. The range for a standard 3/4″ tap will be $14,374 for a 5,000 square foot lot to $26,174 for a 15,000 square foot lot. The meeting packet also provides the rates for larger taps, multi-unit taps, and commercial taps. Note: these fees only apply to new development; not existing buildings.
Council will hear a report on the Boomer Bond Assessment. This project researched the current and projected needs of Golden’s senior population. The report includes some specific recommendations for Golden, which include a directory of senior resources, aiding senior job seekers to apply for City jobs, and ensuring that communication materials are ADA compliant. Future possibilities include modifications to the bike/ped master plan and housing assessment to account for senior needs, improving ADA compliance in the City’s pedestrian infrastructure, providing City-operated transit services for seniors, and adding a senior support specialist to City staff.
The Interim City Manager will update council on status of the approximately 90 to-do items in the 2022 Strategic Plan.
The final topic in the business meeting be a resolution to hire a new City Manager. They have chosen Scott Vargo, the County Manager of Summit County. He will start at a gross annual salary of $230,000, plus a car allowance of $725/month, plus the standard benefits for management-level employees of the City. They will pay up to $12,000 in relocation expenses and $2,500/month in temporary housing costs for up to 6 months.
The business meeting will be followed by an Executive Session (no public, no cameras) to discuss property that they want to acquire “near South Golden Road and Johnson Road.”

Golden Rocks!
I have a new favorite book. Donna Anderson and Paul Haseman recently published Golden Rocks: The Geology and Mining History of Golden, Colorado. They were kind enough to give me a copy, and I’m currently reading it for the third time. The first half of the book explains our geological underpinnings and landforms…primordial seas, tectonic shifts, volcanoes, dinosaurs, etc. The legions of geologists in this town will eat that stuff up.
I especially enjoy the second half, which goes into Golden history in the modern era (19th century and later). Donna and Paul provide fascinating details about our mines and related industries, our wells and waterways, historic railroads, and many key figures from Golden’s past.
After 28 months of writing a Golden History Moment every day, I’m feeling pretty well-versed on Golden history, but there were several points where I was a bit hazy on the details. Golden Rocks has cleared up several of those hazy points.
If the beautiful cover art seems familiar, it’s probably because Golden’s artist laureate, Jesse Crock, allowed them to use one of his paintings for the book.
The authors have granted permission for me to reprint excerpts, so starting next week, I plan to dedicate one Golden History Moment each week to geology. In the meantime, you can buy a copy from the Lulu website, borrow one from the library (there’s a waiting list!), or read it online for free, courtesy of the School of Mines library.
