The Small Town Atmosphere and the 1% Growth Limit

The March 4, 1970 Golden Transcript reported on the results of a Citizen Satisfaction Survey. “Goldenites cherish the city’s small size and its location in the foothills. However, there is evidence they are apprehensive that with population growth and industrial development, the city may lose its “small town atmosphere.” (That sounds strangely familiar!)

6:30PM The Planning Commission will meet in in City Council Chambers this evening. They will discuss two cases. The first is a zoning variance request for 2202 Cheyenne St. (map). The owners plan to raze the existing home (875 square feet with no garage) and replace it with a two-story 2300 square foot home and a detached two car garage. The owners are asking Planning Commission to approve a variance that would allow them to encroach 5 feet into the setback required by code. Staff writes that the variance could be granted on the basis of a “legal hardship.”

The second case is considerably more unusual and complex. Confluence has developed many projects around town, including the West 8th Apartments (map), 8th Street Residences (map), and Arapahoe Row (map). They are currently building the 72 apartment/48 hotel room complex on the Briarwood property at the west end of 8th Street and the new sophomore apartment building on Jackson Street, across from Safeway.

The project that they bring to Planning Commission tonight is a 4 story building with a 31,004 square foot footprint. The intended uses include “office, retail, restaurant and a commercial boarding house, which has dormitory style occupancy.” It will be located at 18450 W. Colfax Avenue (map), next to the Origin Red Rocks Hotel. According to Confluence, “‘Boarding and rooming house’ means an establishment where, for direct or indirect compensation, lodging, without kitchen facilities in individual rooms or units, is offered for one month or more for one or more boarders or roomers.”

As I recall, Confluence had originally planned to build a “dormitory” form of housing across from Safeway, but changed their minds when they learned that they would be subject to the 1% growth limit. I don’t see a reference to the growth limit in tonight’s meeting packet, so perhaps they consider this project to be exempt for some reason. To learn more, see tonight’s meeting packet….
