The Planning Commission will have a study session (no public comment) tonight at 6:30 in City Council Chambers. They plan to discuss regulatory barriers to creating more affordable housing. I encourage you to read the memo that outlines possible workarounds to regulatory barriers (click on the meeting packet on the City’s Agenda page). They include:
1) Exempting Affordable Housing projects from the 1% growth limit.
2) Exceeding the yearly 1% growth limit by reviving unused permits from past years or borrowing from future years.
3) Annexing property into the city and requiring that a percentage of residential units in the new section of town be affordable.
4) Relaxing zoning requirements for affordable housing–for example, allowing developers to build taller buildings and requiring less setback from the curb.
5) Relaxing the sustainabilty requirements for Affordable Housing, or allowing developers to “buy out” of sustainability requirements and use the cash to support Affordable Housing.
6) Adding a surcharge to non-residential development to help pay for Affordable Housing.
7) Requiring that new residential developments either include Affordable Housing or pay a cash-in-lieu amount to support Affordable Housing elsewhere in town.
