Jefferson County mask rule: masks must be worn both indoors and outdoors in public spaces where 6 feet distance cannot be maintained. This matches Golden’s requirement. The rest of the state requires masks only indoors. The Safer at Home and in the Vast, Great Outdoors protocol is in effect statewide. City and County fire restrictions are in place.

Tonight’s consent agenda includes the first reading of an ordinance to keep funding the tourism program for another 5 years. They will vote on a resolution to extend our trash and recyclable collection contract for another year. They will consider whether to extend the mask requirement until September 10th. They will consider sending an amicus brief for a Supreme Court case regarding LGBTQ discrimination.

The City Manager will provide his view regarding the current state of compliance with our “wear-a-mask” and “don’t-enter-the-creek-in-Golden” rules. He will then provide an update on the City’s other COVID-19 responses. Then we will hear about ways the City could use CARES Act (pandemic relief) funds.

They will hold the second reading and a hearing on an ordinance regarding Local Historic Landmark designation for the Astor House. The Historic Preservation Board has studied the property, identified which aspects of the building should be preserved, and recommended that we contract with the Colorado Historical Foundation to monitor the property to make sure it won’t be demolished or altered non-historic ways. The citizens group, the Astor House Alliance is familiar with this plan and is satisfied that we have at last charted a reasonable course to preserve what’s left of the Astor House.

City staff threw an unexpected wrinkle into this plan at the last City Council meeting. They recommended not contracting with the Colorado Historical Foundation so that the City would have more control over the future of the building. This is very similar to the decision in 2016, where we rejected a $200,000 grant from the state because they wanted us to preserve the historic interior of the building. Council will end with an Executive Session (no public, no cameras). The topic is “The Possibility Of Relocating A Portion Of The Clear Creek Trail And Bridge From South Side Of Clear Creek To Vanover Park.”

I love this photo from Dan Abbott’s collection. It’s fun to try to guess the date by the presence or absence of old buildings. The Baptist church is there, so it’s after 1863 and before 1961. The Methodist church is there, so it’s after 1868 and before 1960. The Bella Vista Hotel is there, so it’s after 1880 and before 1920. The Golden Gem Theater building (now Starbucks) isn’t there yet, so it’s before 1912. So I narrow it down to 1880-1912. Any other guesses?
