The Golden Investment Forum Task Force meets tonight at 6PM in City Council Chambers. This group met for several months during the first half of the year to sift through a big backlog of things that the community wants: more parks! more trails! more open space! more sidewalks! more bike lanes! a bigger pool at the rec center! more slides at the Splash! affordable housing! solar for city buildings! a band shell! a new history museum! a new art museum! more flower boxes downtown!
The Task Force tried various ways of polling the public to determine which of those projects they most wanted. The most successful of the methods resulted in 340 responses to an online survey. City Council reviewed the Task Force results on June 14th and concluded that they needed more and better data. They felt that the projects weren’t well-enough defined and that the number of people surveyed was too small. They felt that the public didn’t understand city finance options adequately, and in some cases they themselves didn’t either.
For the present, Council has asked the Task Force to focus on the type of tax the community is most likely to approve–a lodging tax. If we do ask for a lodging tax, should we then dedicate the proceeds to open space, to cultural organizations, or to a general category of “Golden Vision” expenses, which could cover a large variety of things…pretty much anything City Council decides it should cover?
The Task Force was also asked to help craft three questions for a Citizen Survey that will go out to a sampling of citizens later this fall.
There are many “wish list” items still floating around, and some of them are very expensive–highway improvements, new municipal buildings, and a new arts center among them. The City will need to look at additional funding mechanisms in the future, such as bonding or certificates of participation, if they decide to pursue those goals.
