GOLDEN HISTORY MOMENT

The September 17, 1953 Colorado Transcript announced that City Council had voted against a proposal to install parking meters downtown.

The meeting was well attended by many citizens, several of whom spoke their views on the parking meter question…. F. A. “Heinie” Foss spoke on Littleton’s experience with parking meters which he reported destroyed a friendly atmosphere and which did not bring in the revenue expected. It was also reported that Laramie found the revenue less than expected.

The topic had been cycling through Council for years. Ordinances had been written and voted down in 1937, 1946, 1947, and 1950. Both residents and merchants were frustrated at the lack of parking, but the merchants didn’t want to drive away customers by charging for parking.

During the late ’50s and the 1960s, the City demolished several buildings and built parking lots. During the ’70s and ’80s, downtown Golden was in such decline that the parking supply was adequate.

As downtown Golden recovered in the 2000s, the parking issue arose again, and in 2016 the City finally installed the long-awaited parking meters, in the form of electronic kiosks. The kiosks (and phone app) allow visitors to register for two hours of free parking before charges begin to accumulate, but many people find them confusing and/or they just forget.

Last spring, Council decided that our standard parking ticket cost of $30 was not sufficiently deterring people from parking along 10th Street. In April, they voted to raise the parking fines on 10th Street from $30 to $100.

Last Tuesday (September 12th) Council decided to raise all parking citation fines from $30 to $100. They also agreed to hire an outside firm to more effectively monitor parking and issue citations. When asked if Golden residents could register once and then skip using the kiosk or the app every time they park, the answer was no. Several other unpleasant changes were discussed. There was general agreement—Council would prefer that people ride bikes or take public transportation rather than driving downtown. You can watch this conversation online (first 35 minutes).
