CITY MEETINGS
6:30PM Planning Commission Meeting @ City Hall
The Planning Commission will begin working on Phase 3 of their multi-year project to rewrite Golden’s zoning code. Tonight’s topics include a suggestion to simplify revising Planned Unit Developments and the possibility of banning drive-throughs.
Modifying PUDs
The City has a goal to increase affordable housing within the city limits. Approximately 48% of the City is zoned for Planned Unit Developments. The majority of these PUDs make no provision for the kind of changes necessary to include affordable housing (most often increased density). This eliminates nearly half of the city as places where affordable housing could be built.
As result, we’ve been concentrating affordable housing in the neighborhoods that were built before PUD mania set in. The Central Neighborhoods, for example, have absorbed two large-ish affordable housing complexes. The City hopes to add still more affordable housing on state land that is adjacent to the Central Neighborhoods.
Meanwhile, the PUDs such as Canyon Point, Stonebridge, Eagle Ridge, etc. are bound by their Official Development Plans, which effectively bar higher-density, potentially more affordable housing.
Staff is asking Planning Commission to simplify the process of changing those development plans. They suggest allowing the Planning Director to approve changes “administratively”–that is, without requiring PC or City Council approval.
Staff seeks consideration to increase residential density in a PUD administratively up to a threshold deemed appropriate by Planning Commission and City Council, possibly at ten percent…. Staff envisions a scenario where a limited number of additional dwelling units may be reasonably accommodated during the development phase that would further the City’s housing goals and not undermine the intent of the PUD.
Regulating or Eliminating Drive-Throughs
The Planning Commission will also discuss a suggestion made by some City Councilors that drive-throughs be more regulated (or potentially banned). Right now, Golden has a drive-up pharmacy and drive-up banks, car washes, and restaurants. The Councilors stated that drive-throughs are an auto-centric design, which might inconvenience cyclists and pedestrians. They were concerned about “environmental impact due to exhaust from idling vehicles and impact to traffic flow.”
Members of the public have expressed some concern about this proposal, saying that drive-throughs provide access to people who are mobility impaired and allow parents of young children to access goods and services without needing to get the kids out of the car and into a building.

The Adolph Coors Co. has purchased most of the Golden city block from 12th to 13th Sts. between Ford and East St.
Colorado Transcript – January 17, 1963
The seller was the Steve Frederick Chevrolet Co. Frederick had recently sold his dealership to Chuck Stevinson, but Coors had no immediate plans to occupy the property, so Stevinson continued to operate on Ford Street until about 1970.
Prior to the Chevy dealership, that block had held a lumberyard and three houses
Still earlier, the Cambria Brick and Tile Works had been in that vicinity.
