City Council will meet with the Planning Commission to discuss the proposed rewrite of our zoning code. This project has been somewhat controversial, for several reasons. The original goal of the rewrite was to prevent out-of-scale redevelopment projects after several single family homes were demolished and replaced by multi-story duplexes (or multiple duplexes).
Other goals were introduced along the way, including a desire to make approvals easier to get for developers–which is of more interest to the planning staff than to Golden residents. The hope of making housing more affordable inspired a proposal to shrink minimum lot sizes. That idea was discarded after many residents objected, saying that the plan would encourage scrape-offs and change neighborhood character.
One oft-heard objection is the fact that PUD neighborhoods (which tend to be the newer, more expensive parts of town) are exempt from the new zoning code. This leaves us with one set of rules for half the population and another set for the rest.
The most common complaint concerns the proposed approval process for new developments. The current draft of the plan suggests that projects would be approved by the planning staff–sidestepping the Planning Commission. City Councilors would have the ability to question a staff decision within a certain amount of time. This removes any opportunity for public comment.
No vote will be taken at tonight’s meeting, but discussion will take place and opinions will be formed. To review the proposed code, visit this page. To submit comments, email councilcomments@cityofgolden.net.
