Tonight’s Consent Agenda includes first reading of an ordinance regarding new water and wastewater specifications. There will be a public hearing on his matter on November 15th. The consent agenda also includes two resolutions–one for a new Asphalt Zipper at a net cost of $149.590 and one setting next year’s City Council meeting schedule.

There will be two public hearings about cellular networks. The first concerns cellular network systems within the City limits. The second is a revised master license agreement for wireless communication facilities.

The Finance Director will report on the City’s finances as of the third quarter. We continue to exceed expectations for tax revenues. Expenditures are 10% higher than this time last year, largely because of new City staff and increased City salaries.

They will hold a public hearing on the Ten Year Capital Improvement Plan. Some notable items are $75.5 million for the Heart of Golden project (new City Hall and park improvements). This would be chiefly funded by debt. They are budgeting $3.8 million for affordable housing projects. They also plan to spend $18 million to turn West Colfax into a “Complete Street” (fewer car lanes and more bike lanes). They expect CDOT to contribute $15 million of that and GURA to contribute $1.2 million. They hope to spend $60 million to redesign the Hwy 6/Heritage Road interchange They hope to spend $12.2 million for improvements to Tony Grampsas Park, $2.3 million on improvements to Splash waterpark, $8.2 million on Ulysses Park, and $2.6 million on Bachman Park. They’re budgeting $6.3 million for new firetrucks and $3 million for other fire equipment. Public Works is budgeting $30 million for wastewater plant improvements.

They will adjourn to study session. The Planning Director will provide an update on RTD bus and train service. The GS bus to Boulder and the Federal Center is unlikely to come back. The local circulator buses that drove around Golden are also gone, though we still have call and ride service. The drivers say many of the call and ride patrons are seniors. City staff is proposing that Golden buy its own buses and hire its own drivers, possibly in cooperation with the School of Mines. They hope to run circulator buses during the summer to encourage people to park remotely and ride a bus into the downtown area.

They will have their first look at the 2023-2024 Operating Budget. The City hopes to hire 11.5 new full time employees.

Finally, they will hold an executive session (no public, no cameras) “To Discuss Terms Regarding The Purchase, Acquisition, Lease, Transfer, Or Sale Of Real Property Interests And For Determining Positions Relative To Matters That May Be Subject To Negotiations, Developing Strategy For Negotiations, And Instructing Negotiators Concerning Such Property Interests For The Astor House.”

162 Years Ago
The October 25, 1860 Western Mountaineer reported that miners were coming to Golden for the winter.

For the last few weeks we notice that many miners, and a large number of families are coming to Golden City to spend the winter, fearing to trust the severity of the mountains. This has caused quite a lively business in completing houses that were before commenced, and in preparations for building new ones. Several who are still engaged in mining operations, and intend carrying them on during the winter, have been down and made preparations for locating their families here.

Golden City possesses many advantages as a winter rendezvous, being located directly at the outlet from the mines, and having good schools, and a quiet and orderly society, which is a great desideratum, especially for men with families.
