The Planning Department has asked MTAB to review several proposed changes to our zoning code. One topic covers regulations for drive-throughs. The proposed regulations are geared to ensure that drive-throughs do not inconvenience bicycle traffic.
They are also asking MTAB to review the proposed parking standards, which detail how much parking (if any) is required for every land use type in town. Many land uses included in the table do not currently exist in town, such as a bowling alley, indoor shooting range, or crematorium. Several of the land use types categories do not have final parking recommendations, and say "Staff is actively evaluating this standard for final recommendation"
One change would be allowing restaurants to determine required parking based on square footage, rather than number of seats. The Planning Commission discussed this issue on October 2nd: "As an example, a projected restaurant in the Clayworks project would currently require 50 spaces for 242 seats. The new method would allow them to reduce required parking spaces from 50 down to 42 for a 10,343 sq ft space. The plans for Clayworks are still subject to change and may result in an even lower parking requirement (meeting memo, p. 2, paragraph 3)."
The third topic covers temporary land uses, such as farmers markets. The focus seems to be whether and how long storage containers would be allowed to remain in place. Currently there are standards for residential areas. Staff is proposed adding standards/limits to all zones. See p. 6 of the meeting memo.
