STRATEGIC PLAN UPDATE
The Deputy City Manager will report on the City's actions this year in support of Council's Strategic Plan.

  • Moving to an electric preferred building code
  • Working on a Parks & Rec Master Plan & an Open Space Master Plan.
  • Changing the zoning code to support Proposition 123 (affordable housing).
  • Reducing parking requirements for affordable housing.
  • Continuing to investigate a rental registry.
  • Streamlining the review process for affordable housing projects.
  • Moving five people under case management into the Copper Gold apartments in the Central Neighborhood.
  • Buying a 6 unit apartment building in the Central Neighborhood to serve as low income housing.
  • Assisting Habitat for Humanity with a state grant for a 40 unit affordable project on 14th St.
  • Making capital investments and technology upgrades to track crowds along Clear Creek.
  • Increasing Spanish language communication targeting creek visitors.
  • Planning to roll out a a new Arts and Culture Commission.
  • Providing Racial Equity Diversity and Inclusion staff training.
  • Collaborating with regional homeless coordinators.
  • Received training on Emergency Management.
  • Evaluating the Community Marketing program.
  • Beginning design of the proposed City Hall/Police building.

RACIAL EQUITY DIVERSITY AND INCLUSION
The Thriving communities Director will update Council on the City's Racial Equity Diversity and Inclusion (REDI) goals.

CONSENT MATTERS
Topics on the "Consent Agenda," will not be discussed unless one or more of the Councilors requests discussion.

PROCLAMATIONS

NEW SPECIAL EVENTS POLICIES

Starting next year, the Special Events Committee meeting will be broadcast and recorded. Meeting will have a time for public comment. Applicants will be required to notify the City of their intent to apply in January. The big summer events will be required to offer satellite parking with shuttle service. There will be blackout dates and a mandatory two week break between events. There are many more details, as spelled out in the meeting memo.

They will increase the membership of the committee from 6 members to 13. Current members are a member of the DDA, a parks board member, an events “ambassador”, a local business owner, a Visit Golden representative, and a resident. The new members will include:

  • Business owner from a geographic area outside of the City’s downtown core
  • Resident from a geographic area outside of the City’s downtown core
  • Member of the Mobility Transportation Advisory Board
  • Member of the Community Sustainability Advisory Board
  • Member of the Arts and Culture Commission
  • Member of the Planning Commission

The City Manager will appoint committee members, with recommendations by the committee.

EXECUTIVE SESSION
The meeting will end with an Executive Session (no public, no recording) for a periodic review of the City Manager and the City Attorney.
