The agenda says this is a Regular Meeting, but I think it might actually be a study session. The key difference is that there is no opportunity for public comment at a study session.

One of the form types described in the new zoning code is an "Uphill House."

The Uphill House type is limited to lots with a 10% slope and no alley. The intent is for a form-type to be built into a hillside, either uphill or downhill, to work with the natural topography of the site. To account for slopes, the type allows for three-stories where other house types a limited to two-stories. The type also has a smaller lot frontage requirement compared to the suburban type. The code, however, does not have a rule of measurement for slope. Further, staff has identified certain scenarios where grades may be manipulated to achieve a 10% slope while not meeting the intent of the form-type.

Staff has identified three potential modifications to the type which is included in the attachment.

  • Establish a rule of measurement for slope.
  • Add a requirement that one of the stories has to be partially sub-terranean.
  • Add a max lot frontage to limit a tall and wide design outcome.
